ISA cards can be detected via configuration or plug and play, depending
on the device.  The kernel can use modules, which are sometimes
auto-loaded (filesystems, explicit configuration of network devices,
&c.).  They can also be pre-loaded in the loader, or loaded and unloaded
after boot.
