Replacing the current qemu-user-static with the one from http://pkg.freebsd.org/FreeBSD:11:amd64/quarterly/All/qemu-user-static-2.6.= 90.g20160728.txz allowed the build of m4 to complete in about 1.5 minutes, and the remaining ports I needed built quickly after that.
