FreeBSD is an advanced BSD UNIX operating system for "PC-compatible" computers, developed and maintained by a large team of individuals. It is an operating system, however unlike win98 it actually seems to allow you to get work done, it's free and comes with even more free software allowing you to develop your own applications and servers free of charge and royalties. As far as affecting your win98 installation, I've heard that many FreeBSD users eventually nuke thier win98 partition (as did I a few years back) and use it for more important things, like swap space. Give it try, I suggest a bit more reading on the web site, or wander over to #freebsd on efnet, it gets a bit rowdy but you probably will get your questions answered.
