In general ircd does not use udp, although undernet has a server <> server lag testing protocol that uses udp, I'm not sure what port (I'm pretty sure it's not 6667). If you do this, tcp port 6667 should be "ircd." Port 6666 is available on some servers, but is by no means a standard.
