Ok, lets try this the other way around. Changing the frequency with the machdep.tsc_freq or machdep.i8254_freq sysctl (depending on your machine type) should work. I does work for me here on a lot of machines where I have it in a script in /usr/local/etc/rc.d/ and I have used it on the commandline a lot. So if there is a problem with it, it probably is something specific to your machine. Can you give us some more info about your machine? Do you have apm enabled? The dmesg output would be nice and also the versions of the source files: /sys/kern/kern_ntptime.c /sys/kern/kern_clock.c /sys/i386/isa/clock.c Or if you don't have the source but installed from a -STABLE snapshot and are still using the standard kernel, just the date of the snap should do.
