I am still having this problem.  Here is the (correct) dmesg output for my
card:
bktr0: <BrookTree 848> rev 0x11 int a irq 19 on pci0.17.0
Hauppauge WinCast/TV, Philips NTSC tuner.

To get it to be recognized correctly as a NTSC card, I have to modify
/sys/pci/brooktree.c and change the the following:

/* PLL on a Philips tuner */
#define PHILIPS_NTSC_WADDR      0xc2
#define PHILIPS_NTSC_RADDR      0xc3

They used to be 0xc5 and 0xc6 I believe.  Thanks.
