Unfortunately, the FrontPage extensions for Apache are a third party module, and the author has not yet implemented the module for Apache 2 (which at this stage is still widely considered a development or "semi-production" release, but 1.3 remains the standard production release). To get FP extensions, you should first remove Apache 2, and then install the apache13-ftp port.
