Yes.  You have to set that environment variable *every time* you use
any of the portupgrade(1) tools, which includes portversion(1) and
portsdb(1).

You can set it from within /usr/local/etc/pkgtools.conf if you want --
saves having to keep remembering to do that.  Just add:

    ENV['PORTS_DBDRIVER'] =3D 'bdb1_hash'=20

to that file: right after the whole block of other ENV stuff is a good
place.
