E-e-eh... No.

It should be tested before (a least to compile and config well)...
Generally, i'm against of telling that NTFS access is good enought,
i have another version, waiting for something to commit to current,
which do appropriate lock (exising version doesn't do this:-( )
 
Anyway,
the changes to RELNOTES.TXT should not exceed the following:

NTFS readonly access, without proper name translation.

(I mean Unicode->koi8, for example)

P.S. We need to do something with Unicode<->singlebyte translation.
