On a -STABLE system (3.2-PAO kernel), every call to setlocale(LC_CTYPE, "<CJK>")
returns with an error, where <CJK> is one of:

ja_JP.EUC
ja_JP.SJIS
ko_KR.EUC
zh_CN.EUC
zh_TW.BIG5

All single-byte locales work fine.

I didn't see anything like this in the mailing list archives or PR database,
so I'd thought I'd check if anyone can confirm or refute this before I submit
a PR.  Thanks.
