Go to the ftp site,

  ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/4.4-RELEASE/

And have a look in the bin/ or one of the other directories. Notice
the size of all of files in there with names like, bin.aa, bin.ab,
etc.? Put each one of those on a floppy. =) Also get the kern.flp and
mfsroot.flp of course. Installing from floppies is a choice from the
sysinstall(8) menus.
