I don't think this is the same as ntp. ntpd can be configured to
provide time synchronization in different ways. Make sure your FBSD is
providing the kind of service the WinX system is looking for. (e.g. my
firewall is a client to the ISP timeserver and broadcasts onto the
internal network)

BTW, an ntpd is part of the base system in /usr/sbin/ntpd and the port
is somewhat different. I don't know anything about the port.
