patch to add pkgconfig to USES variable in Makefile

Below is an excerpt from the build log and attached is a patch to correct the
problem.

checking if libkpathsea supports debugging... no
configure: error: did not find ptexenc

(e.g. a /usr/local/sbin/pkg-static info -g -Ea).
