The REDIRECT_URL changes in 2.4.17 cause some havok, particularly with PHP.

Upstream has already made a change for 2.4.next making the behavior
configurable, with the default set to the way 2.4.16 and earlier acted.  See:

IWBNI the port included the fix so things worked smoothly until the fix is
released.  In local testing, the .[ch] bits of the patch from SVN apply and
work fine.
