basically, this patch will allow the traffic that goes to http://www.freebsd.org/send-pr.html to go to a local freebsd mirror.

the problem starts from http://www.freebsd.org/docproj/submitting.html where the link actually points to the main site... but with this patch, the submitting.html file will point to a local mirror.
