Check out the Tokyo computer club site in Japan.  I believe they run
a modified NCSA server.  Sorry, I don't remember the address, but
since all of Japan is set upt with geographic maps for linking, it
shouldn't be too hard to find.

Typically, you handle it as a MIME type and use ISO2022 transfer encoding.
