Precisely.  Also, as I've already pointed out, setting
FETCH_BEFORE_ARGS isn't a reasonable alternative since it will fail
miserably for those ports who've decided to use something like wget
instead (which doesn't care for a -P argument).

Hmmmm.  On second thought, I will simply leave the ports collection
broken as it currently is for firewalled people (who don't even know
that "fetch" is used behind the scenes and hence wouldn't know to read
its man page).  It's not my problem and I'll simply direct all future
complaints I receive about about it directly to you since the debate
over solving it is turning out to be more headache than it's worth to
me. :-(
