If you're using DocBook XML, the trick is mostly in the CSS stylesheet
you use to display the resulting HTML.  If you set the XSL parameter
html.stylesheet to 'foo', the HTML output will reference a CSS
stylesheet named foo.

The FreeBSD handbook uses SGML, not XML, and a lot of the formatting
is done in DSSSL, though some of it is also done with CSS (see
doc/share/misc/docbook.css in the doc repo)
