  Log:
  Reimplement sysctls handling by MAC framework.
  Now I believe it is done in the right way.
  
  Removed some XXMAC cases, we now assume 'high' integrity level for all
  sysctls, except those with CTLFLAG_ANYBODY flag set. No more magic.
