Julia v0.6.2 patch

This is a bugfix release:

I add a new OPTION to Makefile: LLVM - allow user build private libLLVM

poudriere testport:
    10.4-RELEASE, amd64
        [v] default OPTIONs
        [v] default + OPENLIBM
        [v] default + LLVM
        [v] enable all

    10.4-RELEASE i386
        [v] default OPTIONs
        [v] default + OPENLIBM
        [v] default + LLVM
        [v] enable all

    11.1-RELEASE amd64
        [v] default OPTIONs
        [v] default + OPENLIBM
        [v] default + LLVM
        [v] enable all

    11.1-RELEASE i386
        [v] default OPTIONs
        [v] default + OPENLIBM
        [v] default + LLVM
        [v] enable all

(I'm also curious about is there a way to set these kind of config matrix
 up automatically?
 It took me 2 days to test them all.)
