Yes. That'll do it. If you don't want all the foreign language docs
then add the following to the file /usr/sup/refuse:

doc/es* doc/ja* doc/ru* doc/zh*

If your cvsup the ports tree then the following (in the same file)
will exclude the foreign language ports:

ports/chinese ports/german ports/japanese ports/korean ports/russian
ports/vietnamese
