Double-check those IP addresses and netmask.  With a 255.255.255.252
netmask, you won't be able to reach 202.143.99.200 directly.  With
your configuration as it is, I expect you'll see a message like this
as your PC boots:

add net default: gateway 202.143.99.200: Network is unreachable
