With this commit I believe that almost all ports failing on aarch64/11
have been so marked, with the exception of:

 - some that have commits newer than the last build;
 - a few that have proposed fixes;
 - and two that have open PRs:
   biology/hmmer        PR 224419
   lang/rust            PR 228892

The total "not yet marked broken" is 15 in all.  There are 976 that
are already marked broken/ignore/not_for/and so forth: please see:

I will continue to monitor the next build to see what happens.

Please, we need help to fix all the broken ports on aarch64/11.
If you are interested in the arch, please help out if you can.

Finally, I have not yet attacked the aarch64/12 problem.  There
are two components: aarch64-specific and clang6-specific.  For
the latter, please see:

ATM there are so many of each that they are still hard to sort through.
