On the page

http://www.se.freebsd.org/doc/en_US.ISO8859-1/books/handbook/using-localization.html

Syntax is shown as:

language_name:accounts_title:\
     :charset=MIME_charset:\
     :lang=locale_name:\
     :tc=default:

If I look in the file on a newly installed 8.0-RELEASE it shows:

russian|Russian Users Accounts:\
         :charset=KOI8-R:\
         :lang=ru_RU.KOI8-R:\
         :tc=default:

Is it the colon or pipe sign that is correct?

/Leslie
