When updating index files from a cvsup (with cd /usr/port && make fetchindex),
the FETCH_ENV variables from /etc/make.conf are not used.

This is very usefull when you are behind a bloody firewall that wants
http accesseed only by a proxy.

>How-To-Repeat:

cd /usr/ports
make fetchindex

with a proxy configured in /etc/make.conf and a firewall that deny you 
direct access to the network.
