Yes, it's related to these problems.  There's no point in syncing up the
local-distfiles stuff without a primary master server.  Period.  The
ftp.freebsd.org we have now is not a primary master, it's more of a 4.3R
clearinghouse server (well, it has other releases now, but it's still a
subset of what the former ftp.freesoftware.com server once had ;<).

It's unfortunate that lightning.net had to crap out now (or whatever the
actual problem is), but... we'll make do with what we can.  Peter Wemm
is working on an ftp-master server for the mirrors (yay!) so the main
ftp site won't (any longer) be viewed as THE site for everyone.  Good
man, that Peter Wemm.  Indeed.  :-)
