My experience is different, I've been using upsd (now at 2.0, dunno
the initial version) with a 117VAC SU700 for over two years now.

I have not independantly verified that the values it is reporting are
correct but it reliably shuts down the machine when it should.

Here are some recent log entries:

Sep 25 15:19:12 rr upsd[817]: last test: NO, light test:   
Sep 25 15:19:12 rr upsd[817]: frequency: 60.00, maxvac: 118.4, minvac: 116.5, voltage: 117.1
