It's more of a bug-tracker, but you might take a look at Mantis. Not sure if it's in the ports, but it was very easy to install and you can configure users to be "reporters" and other users to be "developers" (which allows them fix/reassign/etc.) I think there's another one called KeyStone (check freshmeat) but i haven't used it...
