I am not sure what you mean by this.  If you mean can I talk with
someone on my local network without having a multicast router to
the Mbone, the answer is yes.

I can also talk on my local net as long as I keep my ttl down
below 8 (the number is site dependent) and it will never get routed
off the local net.
