This is for UDMA66 right?
 
Just uncommenting:
options 	ATA_STATIC_ID		#Static device numbering
options 	ATA_ENABLE_ATAPI_DMA	#Enable DMA on ATAPI devices

for a kernel puts UDMA33 on for me.
