Recently I worked on some code to add a new socket option
(SO_TIMESTAMP) which timestamps arriving packets as they are queued to
the socket.  This code has been merged into the -current source tree
and seems to be working pretty well.

I've got some diffs to xntp version 3.5c available for anyone
interested in excercising the code, or just seeing how it might be
used.  Please note that his version of xntp is somewhat more recent
than the version on the FreeBSD source tree, so the patches may not be
directly applicable to that version.  You can get version 3.5c from
ftp://louie.udel.edu/pub/ntp if interested.

The diffs to this are available as http://www.transsys.com/~louie/ntp-diffs
and have been submitted to Dave Mills for inclusion in xntp.
