That would either be Freebsd.conf or the conf defining your custom pkg
server (if you've defined one).

But you might want to update the packages in the jail from outside the
jail. This would make it easier to avoid downloading the packages
multiple times, and would leave fewer privileged activities that have to
be done inside the jail.
