Now we see this machine has good enough hardware timer to rule out problems
linked with bad hardware timer.

No, driver does not support that.

However, you have cpufreq enabled so the box may run with lower CPU frequen=
cy
unless there is something like iperf running making extra load. Can you
temporary configure system to run at max all the time or just unload cpufreq
and repeat your tests?
