PC98 machines appear to be very fussy about which address that you use
for the memory for the pccard code.  Even more so than wintel
machines, if my impressions from scanning release notes for 4.3 are
any indication.  What address are you using and have you tried other
memory regions?

pccardc dumpcis is the first thing to get working.

pccardc pccardmem 0xd0000
pccardc dumpcis
pccardc pccardmem 0xd4000
pccardc dumpcis
pccardc pccardmem 0xd8000
pccardc dumpcis
pccardc pccardmem 0xdc000
pccardc dumpcis

until you get it working.

I'd also read the release notes very carefully.  Since you don't tell
me what the model number you are using is, I can't be more specific.
And even if I know, all I'd do is look at the japanese release notes
to see if it was mentioned.
