It does with the new ATA driver. That driver is currently only available
in FreeBSD 4.0-current. But there is probably going to be a release (4.0
RELEASE) somewhere in January 2000 which will likely include the ATA
driver.

I am currently running -current with the Highpoint 366 UDMA 66 IDE
controller (which is onboard on my Abit BP6 mainboard) with a Western
Digital drive. It is running UDMA 66 without problems.
