No carrier means the phone call didn't get through to a modem on the other side. 
  Try calling the number direcly and confirm you get a modem, as well as 
checking the "9w1800..."-- I'd expect that to be "9,1800..."

Hmm.  Well, if you can get it to work against a local #, you should be able to 
get it to work against a remote #.
