Looks like you burned the ISO as a file. For it to work, you need to
burn it as an image. Most cd burning programs have an option to open an
image instead of building one from a set of files. AFAIK Easy CD Creator
and Nero have option, I assume all others do as well.

If you look at the cd contents you should see a replica of what's in the
ftp site, i.e.:

ftp> pwd
257 "/pub/FreeBSD/releases/i386/4.6.2-RELEASE" is current directory.
ftp> ls
227 Entering Passive Mode (212,122,128,32,203,145)
150 Opening ASCII mode data connection for /bin/ls.
total 994
