I'm the author of that page. My statement was that *hopefully* it's
included. As it happens, I tested this yesterday against -RC. I still
had to change the DELAY to 400000 as per Colin's patch. I don't
have access to Orion Hodson's adaptive timer patch either.

 I opened kern/39146 for this.
