further testing revealed that it is in fact possible to enforce latency
on an ipv6-only interface with ipfw and dummynet:

sudo sysctl net.link.ether.ipfw=1
sudo ipfw pipe 1 config bw 100kbit/s
sudo ipfw add 1 pipe 1 layer2 xmit rl1
