No, it's the same thing that was biting me back in December on 7.0, but I had given up on poudriere then by the time the solution was pointed out to me. The answer is in pkg-message for 7.0 but not 7.1: If you are building PHP-based ports in poudriere(8) with ZTS enabled, add WITH_MPM=event to /etc/make.conf to prevent build failures.
