The authors of the RFC quote HPF99. HPF99, according to the RFC, has  
implementation information regarding to FreeBSD 3.2 (I haven't read  
HPF99).
So, to answer your question, it seems that cwnd validation was  
implemented by some folks already, but FreeBSD doesn't have RFC 2861  
support.
