cvs checkout -P src/etc/mtree src/share/colldef src/share/monetdef
src/share/msgdef src/share/numericdef src/share/timedef

$EDITOR <files to be changed>
cp new files in place
apply patch
whatever

cvs commit src

and voila, one commit doing everything you need.
