Synopsis: [New Port] net-mgmt/ourmon: Network Monitoring and Anomaly Detection System

State-Changed-Why:
Hi, can you please clean up the port a bit? Delete all the unset and commented
variables. Why double dependency on libpcap? Why IS_INTERACTIVE? Please,
rename the directory to ourmon, it will be easy to update in the future.

But mainly, are you ready to maintain this port? We don't accept unmaintained
ports (ports@freebsd.org) any longer.
