This is what worked for me. First, I name the jail with an arbitrary name in /etc/rc.conf, for example jail_list="myjail" Then, I have a line jail_myjail_devfs_ruleset="devfs_rules_jail" (Or you can use ez_jail from ports which does it for you.)
