It used to do that a revision or two back, but pkg_add has been a much
less ambitious remover of files for some time now.  I can only
conclude that the poster had a pre-2.2.6 version of pkg_add there?
It's been extensively reported on, in any case, and I *did* fix the
bug finally. :-)
