MAC cache in an older switch?  Have you power-cycled the switch or
otherwise cleared it's bridging-cache?  It still might be
expecting/sending packets to the old switch port?  You have swapped the
cable just to make sure?  Different port settings on the new switch port
you are plugged into on a manages switch preventing you from getting
lin - ie you have speed and duplex set properly on the new switch?

To summarize what changes I think you said you made (or ones that I
perhaps incorrectly inferr)

1) changed physical location of box

2) changed cables used to attach box to network/power/etc

3) changed what switch/router/switch-port you were plugged into

4) change what server you are trying to boot off of



Did I miss any?

As for things that it probably isn't:

1) the dhcp server on the new boot-server seems to work for some other
clients


2) the network cable appears to have worked recently for some other
machine





So, your problem could be physical or logical network config, some odd
problem that happened to the machine when you moved it, or some wierd
interaction between things we havne't thought of yet.

Vlans on the new switch?  using dhcp boot helpers?  I've seen some broken
dhcp-helpers on 'layer-3 switch's that work fine for a normal dhcp boot
but fail for pxe and the like.

Have you tried using a crossover cable to attach the booting box to
another box directly while tcpdumping it to see if packets are indeed
exiting the NIC?
