The default action is horrible, I agree.

Not a locale problem.  I explained the tab issue before, it's my fault, because
I bound the filename completion key to <tab> by default.  You can either ":se
filec=some thing else" in .nexrc, or press Ctrl-V before entering <tab>.  I
know this is a regression, but I don't have a better solution yet, since nvi's
ex command parsing code is not reusable to solve these kinds of problem.
