Unfortunately, to track -STABLE you need kernel and base source.  It's a
package deal. :-)

Once you have RELENG_4 source for the whole of src/..., take a look at
src/UPDATING, which will help you get past this problem:

Of course, I realize that this doesn't sort out the problem you're
having.  I'm just trying to help you with your problem in tracking
STABLE.
