I retested using MAKE_ENV and it works.  Unfortunately, adding
_WITHOUT_SRCCONF causes:

due to _WITHOUT_SRCCONF is preventing bsd.own.mk from defining these variab=
les.

I found a way to solve this, by defining SRCCONF=3D"", which prevents
/etc/src.conf from being pulled in automatically.
