No, there is no damage to the system. What you are describing is a 'warm boot', where you hit CONTROL-ALT-DELETE, as opposed to a 'cold boot' where you use the panel reset button or physically switch off the machine, then back on. Many BIOSes skip the memory test during warm boots as it assumes it has tested the memory already and doesn't require another test. It is mainly to speed the reboot process by skipping some of the power-on tests.
